Who Was Jaswant Singh Khalra?
Jaswant Singh Khalra was a Punjab-based human rights activist who investigated the disappearance of people during the years of conflict in Punjab.
His work became particularly significant after he examined records from cremation grounds in the Amritsar area. Those records provided evidence that large numbers of unidentified or unclaimed bodies had been cremated during the period.
Khalra and other human rights advocates worked to bring these findings into public view and seek answers for families whose relatives had disappeared.
His investigation would ultimately become part of a much larger struggle for accountability and human rights in Punjab.
The Search for the Disappeared
At the centre of Khalra’s work were families.
Behind every record was a person, and behind that person was often a family waiting to learn what had happened.
His research challenged the idea that the disappeared could simply become statistics. By examining official records and documenting what he found, Khalra helped create an evidentiary trail that could not easily be erased.
The importance of that work extended far beyond one individual investigation. The issue eventually reached India’s Supreme Court and the National Human Rights Commission, while human rights organizations continued documenting cases connected to disappearances and unlawful cremations in Punjab.
September 1995
On September 6, 1995, Jaswant Singh Khalra was taken from outside his home.
His disappearance quickly became an international human rights concern.
Amnesty International issued an urgent action concerning Khalra that same month, while his case later became the subject of extensive legal proceedings.
Years later, police officials were convicted in connection with his abduction and murder. His case became one of the most recognized examples of the struggle for accountability surrounding human rights violations in Punjab.
Khalra never returned home.
But the evidence he helped uncover remained.
A Legacy That Outlived the Attempt to Silence It
Khalra’s significance cannot be understood only through what happened to him.
His legacy also exists in what happened afterward.
His work contributed to a wider human rights movement dedicated to documenting disappearances, identifying victims, preserving evidence and pursuing accountability.
His family and human rights organizations continued that work long after his death.
Three decades later, his name continues to be associated with the principle that documenting the truth matters—even when doing so carries enormous consequences.
